Moratorium timescales
Interim Moratorium (6 weeks): 1 July 2026. During this period a valid community group could ask the District Council in writing to be treated as a potential bidder. Full Moratorium (6 months from notification): 20 November 2026. If a valid community group had asked to be treated as a potential bidder during the interim period, the full six-month moratorium would have applied.
Protection Period: 20 November 2027. Following the moratorium period, no further moratorium is enforced during the 18-month protection period running from the original notification date. If the asset remains unsold after that date, a further Community Right to Bid process can be triggered by a new disposal notification.
Who could express an interest?
The notice states that a Parish or Town Council in whose area the asset lies, or an incorporated community group with a local connection meeting the relevant legal definitions, could ask to be treated as a potential bidder.
